Are you 100% positive it has remote keyless entry? Not all Jeeps in that era came with it. Especially if you never had the "original" key fobs, hence the new replacements.

Did the remote ever work? Was it an aftermarket for that came with the vehicle? The security key for the ignition and the remote keyless entry are two completely different systems. If the fob that came with the Jeep when you bought it was aftermarket, then the factory fobs wouldn't be able to communicate with the aftermarket alarm receiver. If the fob was factory, but the lock/unlock buttons never worked then it's still possible your Jeep doesn't have the factory RKE receiver. If the original fob was factory, and it did work, but now the new factory fobs will not program, then perhaps try a different locksmith?
