how do i center the body over the front wheels on a 96 jeep grand cherokee limited?

Nebulous question.
Lateral axle location accomplished by 4 control arms and a track bar. Stock parts aren't adjustable
Unless you lifted your Jeep any misalignment due to bent/damaged parts.
Stock replacement control arms and track bar readily available at RockAuto.com
Check prices to determine if you want to put that kind of money in it.
If your Jeep is lifted there are adjustable track bars and mount relocation kits.

yes the jeep is lifted broke frame bracket for arm that keeps body centered over wheels side to side now its about 1 to 2 inches to passenger sideall ive found is remove arm drive jeep forward and back and it should center itself

Did the mount break or bend, did the tapered stud pull out the end of the track bar?
The safest way that causes the least damage is to raise your Jeep on jackstands then move the axle into alignment by hand.
If you don't have a jack and are going to repair it on the ground have somebody watch as you rtive it to center the axle. You might end up twisting one of the control arms.
FYI amazon has a Rough Country 1042 trackbar and bracket kit listed for $139.95.

Pull the bolts out of the frame or break them off?

Hope the bolts failed else you have some hammering and welding to do.
