I have a '95 Grand Cherokee 4.0....the temp gauge reads on the second line (the one after 100 degrees) and usually doesn't get any warmer. I heard that its supposed to run at 210 for emission reasons. Also, I heard that if it runs at that low of a temperature, slugde can build up in the motor. Do you think its the thermostat....if so, wouldn't it get hot after driving for long periods of time. Thanks for your input!

Not if its stuck OPEN. I saw that happen on a car before, the thing never would get warm... changed the thermostat, did the same thing... changed it again and it finally warmed up like it should! Sometimes you get bad thermostats even when they're new. That's your cheapest cure - Hope it works for ya!
