Yes. The O-rings wear out on the filter adapter and cause that leak. It's a common problem on the 4.0

The Mopar part number for the O-ring set is 04720363. On your 98, you will need a T-60 Torx bit to get it off. It's a little tricky to get the bit in there, but once it's off, the procedure is simple. Here's some illustrated help:

i just did mine yesterday. wasn't fun. you have to take out the bolt on the passenger side engine mount and let the engine drop about 3 inches. then i could get to it with an impact wrench and an impact universal. chances are you aren't going to be able to get it by hand. at least if yours is as tight as mine was. thats how i did mine.
