Its for the winch. You should have a license plate relocation bracket, winch controller bracket, grommets, hardware to mount the winch, and some other stuff. You wont have any leftovers when you put the winch on, I didnt at least

I went and washed the Jeep today to get all the road salt off of it and grabbed a few daytime shots of the ARB installed. I still cant get over how good it looks

Go to the ARB website... It has the different winches that fit in it listed. There's only a couple if I remember right. I'm going to go with the Warn 8k and I believe Rock and a few others use that unit as well. The bumper looks great man! I picked up a set of Hella 500's on Amazon for $29.99 couple months ago. Do some looking around, you should be able to find a nice set of lights for cheap if you wait and look online. The Hella's are bada$$... I haven't used them offroad yet, but they light up my neighborhood pretty good!

I would think they would work fine with your stock fog light wiring since both are 55w. Just gotta remember to not accidently turn them on while driving...
